Section 4.0 – Environmental Setting and Discussion of Impacts

City of Redwood City 95 Initial Study/Mitigated Negative Declaration
Sandpiper Elementary School Facilities Expansion November 2016
Using the surveyed trip generation rates, the 220 student enrollment increase that could result from
the proposed project plus fulfillment of the unmet existing capacity at Sandpiper Elementary School
(i.e., 62 students) is expected to generate a total of 286 and 195 new AM and PM peak hour trips,
respectively. The trip generation estimates for the proposed project, including fulfillment of the
existing unmet capacity, are shown in Table 4.16-4, below.

Table 4.16-4: Trip Generation Estimates1
Enrollment
Increase
AM Peak Hour PM Peak Hour
Peak
Rate
Trips
in
Trips
out Total Peak
Rate
Trips
in
Trips
out Total
Staff2 11 1.00 11 0 11 0 0 0 0
Elementary School – 102 Students*
Working
Parents3 61 0.98 32 28 60 0.69 20 22 42
Non-Working
Parents4 41 0.98 21 19 40 0.69 13 15 28
Middle School – 180 Students
Working
Parents 108 0.98 55 50 105 0.69 36 39 75
Non-Working
Parents 72 0.98 37 33 70 0.69 24 26 50
Total 156 130 286 93 102 195
1Trip generation estimates include existing unmet capacity (i.e., 62 students) at Sandpiper Elementary
School.
2School staff typically leave one or more hours after students are dismissed and, therefore, are not included
in the PM peak hour.
3It is assumed that working parents will drop off students on their way to work.
4It is assumed that non-working parents will drop off students and return home.

Trip Distribution and Assignment

The trip distribution patterns were estimated based on District student attendance maps. The peak
hour trips generated by the 220 student enrollment increase that could result from the proposed
project plus the unmet existing capacity at Sandpiper Elementary School (i.e., 62 students) were
assigned to the roadway system in accordance with the trip distribution patterns discussed above.
Trip distribution patterns and trip assignment data is included in Appendix F of this IS.

7.A. - Page 126
