Section 4.0 – Environmental Setting and Discussion of Impacts

City of Redwood City 96 Initial Study/Mitigated Negative Declaration
Sandpiper Elementary School Facilities Expansion November 2016
4.16.3.3 Existing Plus Project Conditions Intersection LOS (Checklist Questions 1 and 2)

The results of the LOS analysis with the addition of project trips are summarized in Table 4.16-5
below. The results show that all study intersections would continue operating at LOS C or better
under existing plus project conditions.

Table 4.16-5: Existing Plus Project Intersection LOS
Existing Plus Project
# Intersection Peak
Hour
Average
Delay1 LOS
1 Marlin Drive and Redwood
Shores Parkway
AM
PM
15.4
10.2
C
B
2 Shell Parkway and Redwood
Shores Parkway
AM
PM
14.7
10.7
B
B
3 Egret Lane and Redwood
Shores Parkway
AM
PM
11.8
9.3
B
A
4 Sandpiper Driveway (W) and
Redwood Shores Parkway
AM
PM
12.5
10.2
B
B
5 Sandpiper Driveway (E) and
Redwood Shores Parkway
AM
PM
8.8
7.8
A
A
6 Shearwater Parkway and
Redwood Shores Parkway
AM
PM
9.3
8.9
A
A
1Expressed in seconds

The traffic generated by the 220 student enrollment increase that could result from the proposed
project plus fulfillment of the unmet existing capacity at Sandpiper Elementary School (i.e., 62
students) would not result in significant intersection impacts. The project would contribute to traffic
congestion during the 10- to 15-minute peak periods of drop-off/pick-up. Outside of the peak 10- to
15-minute periods before and after school, the intersections carry light traffic volumes. Therefore,
the project would not result in a significant intersection impact. (Less Than Significant Impact)

4.16.3.4 Parking

The on-site parking lot contains a total of 95 parking spaces, 46 spaces on the District property and
49 spaces on the City property. An existing joint use agreement between the City and District allows
District use of the 49 parking spaces on the City property for school operations. Under the proposed
project, Sandpiper Elementary School would include a total of 36 classrooms and two administrative
offices. The Redwood City Zoning Ordinance (Section 30.4.D.4), states that all elementary schools
shall provide one parking space for each classroom and administrative office, plus one space for
every 100 sf of school auditorium space. Applying the City’s parking requirement to the proposed
project, Sandpiper Elementary School would be required to provide a total of 38 parking spaces.
7.A. - Page 127
