<br />3 <br /> <br />To date, 18 of the 24 jurisdictions determined to extend their members’ terms by twelve <br />months and consolidate their 2017 election with the 2018 statewide election and their <br />2019 election with the 2020 statewide election. Two jurisdictions, the Portola Valley <br />School District and the San Mateo-Foster City School District, have opted to hold <br />elections in 2017 and 2019 with elected members serving a reduced term of three <br />years. The City of Burlingame and the San Carlos School District opted to hold elections <br />in 2017 and 2019 with elected members serving an increased term of 5 years (placing <br />their next elections in November 2022 and November 2024). <br />The City of Brisbane chose to extend all Council members’ terms by seven months, <br />moving their November 2017 Council election to the June 2018 Primary election, and <br />moving the November 2019 Council election to the June 2020 Primary election. <br />Additionally, the City of San Mateo will hold an election in 2017, which will include a <br />Charter amendment to move to even year elections beginning in 2020. <br />The City of San Carlos is expected to discuss SB 415 compliance on January 23, 2017 <br />and the City of San Bruno is expected to discuss SB 415 compliance on January 24, <br />2017. <br />Action by overlapping jurisdictions <br />The City of Redwood City has 12 overlapping jurisdictions who either share all City <br />election precincts, or a portion of City precincts. The actions of these jurisdictions to <br />comply with SB 415 will directly affect the City of Redwood City’s election costs, as is <br />described further below. <br />At the October 17, 2016 Council meeting, the Council requested additional information <br />regarding election plans for the overlapping jurisdictions that had not yet determined <br />how to move to even year elections. At the time, those jurisdictions were the Belmont- <br />Redwood Shores School District, Sequoia Union High School District and the West Bay <br />Sanitary District. <br />The City of Redwood City has 35 election precincts. The Sequoia Union High School <br />District has the same election precincts as the City of Redwood City. The Belmont- <br />Redwood Shores School District shares eight of 35 election precincts with the City, and <br />the West Bay Sanitary District shares one of 35 election precincts with the City. <br />Since the October 17, 2016 meeting, the Belmont-Redwood Shores School District <br />Board and Sequoia Union High School District Board voted to extend their current <br />Board Members’ terms by twelve months and move their elections to 2018 and 2020. <br />The West Bay Sanitary District has yet to take action on SB 415. <br />8.B. - Page 3
