<br />9 <br /> <br />Summary of Tradeoffs Resulting from Two Approaches to Compliance with SB 415 <br /> <br />The two approaches to moving to even-year elections each involve tradeoffs between <br />important values, such as: <br /> <br />1. How quickly the approach results in even year elections, the goal of SB <br />415 in order to increase voter participation. <br /> <br />2. How much the approach costs, which impacts funding available for other <br />City priorities. <br /> <br />3. How much the approach varies from current community and Council <br />member expectations for Council member terms, which has raised <br />concerns for some community members. <br /> <br />The table below illustrates the tradeoffs present in each alternative, and also <br />summarizes how the approach affects the timing of Charter amendment and tax <br />measure considerations. It is important to note that the City alone does not control <br />whether an all mail election could be conducted.
