REPORT <br />To the Honorable Mayor and City Council <br />from the City Manager <br /> <br /> <br />January 23, 2017 <br /> <br />SUBJECT <br />Professional Services Agreement with Peckham & McKenney, Inc. for Executive Search <br />for the Position of City Clerk <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a professional services <br />agreement with Peckham & McKenney, Inc. in an amount not to exceed $26,000 to <br />conduct an executive search for the position of City Clerk <br /> <br />BACKGROUND <br />Earlier this month, City Clerk Silvia Vonderlinden announced her upcoming retirement in <br />June 2017, after 12 years of service with Redwood City. As a result, the City needs to <br />plan for the placement of a City Clerk following Ms. Vonderlinden’s retirement. <br /> <br /> <br />ANALYSIS <br />Recruitment for Council Appointee positions (City Attorney, City Clerk, and City <br />Manager) is typically conducted with the aid of a professional executive search firm. In <br />March 2016, the City Council’s Personnel Subcommittee received proposals from three <br />executive search firms, interviewed principals from each of the firms, and recommended <br />that the City Council engage Peckham and McKenney to conduct the search for a <br />replacement to retired City Attorney Pamela Thompson. The proposals received at the <br />time ranged in cost from $24,000 - $28,000, and on April 11, 2016, the City Council <br />authorized a contract with Peckham and McKenney in the amount of $26,000. <br /> <br />Because a competitive selection process for executive search services was conducted <br />less than a year ago, costs to complete this work are likely to be very similar to those <br />quoted in March 2016. For organizational continuity, it would be preferable to have a <br />new City Clerk appointed in time that they could begin work immediately on Ms. <br />Vonderlinden’s retirement. This presents a short timeline for conducting the recruitment <br />process. As a result, staff recommends that the City Council enter into a new agreement <br />with Bobbi Peckham (Peckham & McKenney, Inc.) to conduct an executive search for <br />6.1.C. - Page 1
