<br />On May 9, 2016, the City Council approved the original contract documents and plans <br />for the Hudson Street Bicycle and Pedestrian Improvements Project; and authorized the <br />City staff to advertise the project for construction. Following this approval, the project <br />was advertised for bid on May 11th. The initial bid opening was held on Wednesday <br />June 1st. The City received only one bid when the project was first advertised. The bid <br />was significantly higher than the engineer’s estimate for the project. City Council <br />rejected all bids on June 27, 2016 and instructed staff to repackage the project and re- <br />advertise. Staff adjusted the scope of the project and clarified some of the bid items in <br />the project documents and put the project back out for bid on November 30, 2016. The <br />bid opening for the re-advertised project took place on December 22, 2016. A copy of <br />the project bid document/specifications is available for review in the City Clerk’s Office. <br /> <br />ANALYSIS <br />Consistent with the City’s complete streets goals, this project will increase pedestrian <br />and bicycle safety via the following improvements: <br /> <br />• Corner extensions/bulb-outs at six intersections to shorten the crossing distance <br />and therefore the time a person walking across the street will be exposed to <br />moving traffic. <br />• Raised crosswalks will be installed at two intersections. <br />• Traffic circle will be installed at the Hudson/Madison intersection. <br />• Accessible curb ramps will be constructed at all intersections. <br />• All the pedestrian roadway markings and signs will be updated to current <br />standards. <br />• Accessible pedestrian signals will be installed at the Woodside/Hudson <br />Woodside/Hess intersections. <br />• A full signal replacement will be performed at the Jefferson/Hudson intersection, <br />including the installation of accessible pedestrian signals. <br /> <br />The Engineer’s Probable Cost Estimate of this project is in the range of $1,200,000 - <br />$1,500,000.
