The low bid was determined based on the Total Bid, being the sum of the Base Bid plus <br />the total of all the Add Alternate Bids. The total bid of $1,388,693.45 from JJR <br />Construction, Inc. is within the range of the engineer’s estimate of $1,200,000 - <br />$1,500,000. Based upon the bids received, staff believes that the low bid of <br />$1,388,693.45 is reasonable and responsive and recommends awarding the contract to <br />JJR Construction, Inc. <br /> <br />Construction is anticipated to begin in early 2017 and conclude in first half of 2017. <br />Notification of the proposed work will be distributed to area residents, property owners, <br />business owners, and schools in advance of work. <br /> <br />ALTERNATIVES <br />Council may choose not to award the construction contract and direct staff to redesign <br />and/or rebid this project. <br />FISCAL IMPACT <br />Funds for the Hudson Street Pedestrian and Bicycle Improvements Project have been <br />previously approved and appropriated with available balances (as of November 30, <br />2016) of: <br />Existing Appropriated Balance <br />Fund Balance <br />Transportation Grants Fund $472,078.57 <br />Transportation Mitigation Fees Fund $50,000.00 <br />Gas Tax Construction Fund $309,862.00 <br />TOTAL Appropriated $831,940.57 <br /> <br />Additional funds will be encumbered within the Gas Tax Construction Fund to make up <br />the difference in the total cost of the project. These funds will come from fund programs <br />that have associated work in this project. This additional funding will be in the amount of <br />$695,622.23.
