2  May  2016   <br />   <br />   <br />Managers’  Mobility  Partnership   <br />GUIDING  PRINCIPLES   <br />   <br />   <br />The  undersigned  city  managers  of  Menlo  Park,  Mountain  View  ,  Palo  Alto,   <br />Redwood   City   and,   and  the  senior   associate   vice   president   (emeritus)   of   <br />Stanford  University  have  agreed  to  work  jointly  to  address  the  transportation   <br />and  mobility  challenges  facing  the  region  in  the  wake  of  population  growth   <br />and  economic  expansion.     <br />   <br />We  agree  that:   <br />   <br />• Many  of  our  challenges  are  regional  in  nature  and  cannot  be  addressed   <br />if  each  jurisdiction  works  in  isolation.   <br />   <br />• We  want  to  be  forward-­‐looking  and  implement  innovative  solutions  as   <br />necessary.   <br />   <br />• We  are   willing   to   be   experimental,   coordinating  and   evaluating   <br />appropriate  pilots  and  test  programs.     <br />   <br />In   addressing  our   transportation   and   mobility   challenges  we  will   work   <br />together  on  solutions  in  several  areas:   <br />   <br />• Improving  walkability,  particularly  in  corridors  that  traverse  our  cities,   <br />and  around  transit  access  points.   <br />   <br />• Enhancing  our  bicycle  lanes  and  associated  infrastructure,  with  a  goal   <br />of   creating  an  interconnected   regional   network.   We   will   do   this   by   <br />addressing   gaps   at   city   boundaries,  safety   concerns,  and   the   <br />impediments  caused  by  railroad  tracks,  freeways  and  major  roadways.     <br />   <br />• Optimizing  choices  that  address  first-­‐  and  last-­‐mile  problems,  including   <br />shuttles,   bike   sharing,   car   sharing   services,   and   various   forms   of   <br />transit.   <br />   <br />• Advocating  enhanced  service  on  Caltrain,  including  greater  frequencies   <br />and  other  capacity  upgrades.     <br />6.3.A. - Page 5
