CITY's zoning code would need to be updated to be consistent with the General Plan in <br />order to allow for residential development on the project site. The effects of this change <br />in zoning would be addressed in this section of the Initial Study. <br />11. Mineral Resources <br />It is anticipated that the project will have no effect on mineral resources. CONSULTANT <br />will provide brief responses to the checklist questions for this topic. <br />12. Noise <br />The proposed project would generate new vehicle trips in the project vicinity which <br />could lead to an unacceptable increase in noise levels. The project site is also adjacent <br />to Highway 101 which could expose future residents of the site to unacceptable noise <br />levels. CONSULTANT will prepare a noise analysis for the proposed project in response <br />to the Initial Study checklist questions. The noise analysis will include the following <br />components: (1) a description of existing noise conditions in and around the project site <br />(CONSULTANT will rely on Figure 4.10-1 of the IHSP Draft EIR to establish the existing <br />noise environment); (2) a quantitative assessment of noise impacts on sensitive <br />receptors related to project construction and operation; and if required, (3) <br />recommendation of mitigation measures consistent with best practices. <br />13. Population and Housing <br />While the project would increase the population on site through the construction of <br />additional residential units, it is not expected to result in any significant impacts on <br />population or housing, as the increase in population resulting from the project would not <br />be substantial. Nor would the project result in the displacement of housing or people. <br />CONSULTANT will document the change in population resulting from the project, and <br />provide brief responses to the checklist questions for this topic. <br />14. Public Services and Recreation <br />Development of the proposed project could create increased demand for public services <br />including fire service, police service, schools, libraries, and recreation. CONSULTANT <br />will determine if the proposed project would result in increased demand for public <br />services to the extent that it could result in new facilities, the construction of which could <br />cause significant environmental impacts. <br />15. Transportation/Traffic <br />Fehr & Peers will prepare an initial screening assessment to evaluate the study area <br />and identify potential impacts of the proposed project. This initial screening assessment <br />would be used to prepare a stand-alone transportation impact analysis (TIA) report or <br />EIR section for the Project, if needed. Based on the findings of this assessment <br />CONSULTANT will prepare the Transportation/Traffic section of the Initial Study. The <br />Initial Study section will include an analysis of construction related impacts to local <br />roadways and intersections; transit access and impacts; bicycle and pedestrian impacts; <br />and the long-term generation and distribution of vehicle trips on surrounding streets.
