LSA <br />This task includes the level of effort required to prepare this revised scope of work. <br />TASK B. INITIAL STUDY <br />An Initial Study will be prepared in accordance with CEQA and City guidelines; LSA will utilize the <br />Environmental Checklist Form (Appendix G of the CEQA Guidelines) to focus -out environmental <br />topics that do not warrant detailed analysis in the EIR. The Initial Study would include a brief project <br />description documenting existing conditions, project impacts for the checklist topics, applicable City <br />Conditions of Approval, and resulting level of significance for each of the checklist topics. <br />Based on LSA's review of the IHSP Draft EIR and preliminary review of the proposed project and <br />existing site conditions, LSA believes that the following environmental issue topics will require <br />detailed review in the EIR: land use and planning; biological resources; cultural resources; transpor- <br />tation and circulation; air quality; noise; hazards and hazardous materials; hydrology and water <br />quality; and utilities and service systems. These topics will therefore only be briefly addressed in the <br />Initial Study. If the analysis in the Initial Study finds that the project would result in significant <br />impacts to other aspects of the physical environment, these topics will also be incorporated into the <br />EIR by way of Task A.5 (Work Program Refinement). The work program for the Initial Study is <br />outlined below. <br />1. Administrative Draft Initial Study <br />LSA will prepare an Administrative Draft Initial Study with the following components, including <br />figures to illustrate the project location and features: <br />• Project Description <br />• CEQA Appendix G Environmental Checklist Form <br />• Mandatory Findings of Significance <br />• Contacts and Bibliography <br />An electronic copy of the Administrative Draft Initial Study will be submitted to the City for review <br />and comment. If desired by the City, LSA will schedule a conference call to discuss with the City the <br />comments on the Administrative Draft. <br />The following topics are expected to be focused -out of the EIR and will be fully addressed in the <br />Administrative Draft Initial Study: aesthetics; agriculture and forestry resources; geology and soils; <br />greenhouse gas emissions; mineral resources; parks and recreation; population and housing; public <br />services; and tribal cultural resources. These topics are briefly discussed below. <br />a. Aesthetics. The aesthetics section will describe existing visual conditions in and around the <br />project site as well as views to and from the surrounding area. Impacts of the proposed project on <br />scenic vistas, scenic resources, and visual character will be described.
