LSA impacts using the California Emissions Estimator Model (CaIEEMod) (where possible, construction details, such as duration of construction period and equipment used, should be provided to LSA - otherwise default model assumptions will be utilized); (3) quantitative assessment of project construction and operational health risk impacts. Based on the project's location and proximity to Highway 101, a health risk assessment (HRA) would be required to determine the potential health risk to residents. LSA will prepare a project -specific HRA using an air dispersion model, which will be included as an appendix to the EIR; (4) assessment of odor impacts; and, (5) recommendation of mitigation measures consistent with the BAAQMD guidelines. f. Noise. The proposed project would generate new vehicle trips in the project vicinity which could lead to an unacceptable increase in noise levels. The project also is located adjacent Highway 101 which could expose future residents of the site to unacceptable noise levels. LSA will prepare a technical noise analysis for the EIR consistent with all applicable procedures and requirements of the City of Redwood City. The noise analysis will be prepared using industry standards and will assess the potential effects of the proposed project on the existing and future noise environments in the project vicinity and the proposed project's land use and noise compatibility by undertaking the following subtasks: (1) a description of the existing regulatory framework, including State of California and City of Redwood City noise and land use compatibility criteria; (2) documentation of existing noise conditions in and around the project site (LSA will rely on Figure 4.10-1 of the Inner Harbor Specific Plan and Harbor View Project EIR to establish the existing noise environment); (3) quantitative assessment of noise impacts on sensitive receptors related to project construction and operation; (4) assessment of project area land use compatibility; and if required, (5) recommendation of mitigation measures consistent with best practices. g. Hazards and Hazardous Materials. BASELINE will summarize the available information on hazards and hazardous materials and will address potential impacts related to hazardous materials and other hazards that could result from implementation of the proposed project. Utilizing any available Phase I Environmental Site Assessments prepared for the project or nearby properties and other publically available resources (e.g., agency databases and historic aerial photos), BASELINE will describe known and potential hazardous materials issues at the project site and immediate vicinity. BASELINE will analyze potential impacts related to hazards and hazardous materials that may result under development of the proposed project. The existing regulatory framework for hazards and hazardous materials will also be described. This will be presented in the EIR and mitigation measures will be prepared, as needed, to reduce any impacts to levels of less than significant h. Hydrology and Water Quality. Portions of the project site are within the 100 -year flood hazard zone as defined by the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map. In addition, localized flooding can occur when a storm greater than the 30 -year event occurs and overwhelms the capacity of the storm drains and pumps. The City's Municipal Code requires structures within areas under tidal influence to have finished floors elevated to flood plain elevation. Up to 3 feet of fill will be required to raise the ground surface elevation in the area of the project site to account for future sea level rise. BASELINE will analyze potential impacts related to hydrology and water quality that may result under development of the proposed project.
