LSA <br />be analyzed is the proposed project's potential impacts related to flooding/sea level rise and <br />stormwater runoff (quality and rate/volume of discharge). Additionally, compatibility with adjacent <br />properties will be addressed after additional fill is placed on the site, given that the area is currently <br />subject to flooding. Site access during flooding events will also be addressed. The existing regulatory <br />framework for stormwater management, including construction -period and post -construction <br />controls, will also be described. Current and preliminary FEMA mapping will be described and <br />considered. This will be presented in the EIR and mitigation measures will be prepared, as needed, <br />to reduce any impacts to levels of less than significant. <br />L Utilities and Service Systems. LSA will evaluate the impacts to utilities and service systems <br />that could result from implementation of the proposed project. This section will focus in particular <br />on the ability of existing utilities and service systems to serve the project. The EIR will identify <br />standard conditions of approval or mitigation measures that would be applicable to the project, as <br />necessary. Impacts to energy resources will also be discussed in this section and this topic will be <br />cross-referenced to other topical discussions (e.g., air quality and greenhouse gas emissions), as <br />necessary. The project's potential contribution to the East 101 Fair Share Plan will also be described. <br />2. Other CEQA Considerations <br />LSA will prepare the appropriate conclusions to fulfill CEQA requirements by providing an <br />assessment of several mandatory impact categories, including: <br />• Growth inducement; <br />• Significant effects that cannot be avoided if the proposed project is implemented; <br />• Significant irreversible environmental changes if the proposed project is implemented; <br />and <br />Effects found not to be significant. <br />The Effects Found Not to be Significant discussion will summarize the findings of the Initial Study. <br />3. Alternatives <br />The LSA team will identify and evaluate up to three alternatives to the proposed project, one of <br />which will be the CEQA-required No Project alternative. The two other alternatives will be <br />developed in consultation with the City. The development and selection of alternatives will be <br />informed by the input received in response to the NOP, as well as any significant impacts of the <br />project that are identified in the Draft EIR. <br />According to the CEQA Guidelines, alternatives may be evaluated in less detail than the project; <br />therefore, the alternatives analysis in the EIR will generally be undertaken at a qualitative level. <br />Alternatives can be a key issue of community concern. Therefore, the discussion will be of sufficient <br />detail to evaluate the benefits and drawbacks of each alternative, and to provide some qualitative <br />conclusions regarding the alternatives.
