City Manager Smith advised there is $1.9 million in bond funds still <br />available after deauthorization. <br />City Attorney Schricker advised the City has the authorization to issue <br />bonds in an emergency; it would be contrary to law not to use the <br />leftover funds for their original purpose; and the proposed ordinance would <br />be effective 30 days after adoption. <br />Affidavit of publication of public hearing on file. <br />Mayor Greenalch opened the public hearing at 7:58 p.m. and invited anyone <br />who wished to speak to do so. M /S: LaBerge /Buchan to approve GID 1 -64 Budget and CIP for 1990 and <br />refer the five -year CIP to the Planning Commission for review and <br />conformance with the General Plan <br />Carried by unanimous voice vote. <br />MINUTE ORDER NO. 90 -1 <br />-------------------------------------------------------------------------- - - - - -- <br />PUBLIC COMMENT <br />Dean Whitecloud, 1290 Warren Street, Redwood City referred to his December 18, <br />1989 appearance before the Council regarding drug free zones, stated California <br />law requires drug free zones of 1,000 feet around schools according to Health <br />and Safety Code Section 11353.6, asked why Council had not acted to provide <br />these zones, and submitted documents on drug education and enforcement. <br />(101 -02) <br />Councilwoman Buchan described the meeting held today with Councilmembers Bury <br />and Claire and Redwood City Police Chief Guardino to discuss the information <br />on drug free zones from ABAG supplied by Councilman Bury and the programs in New <br />Jersey and Oakland, California.
