Mayor Greenalch assured Mrs. Rickes of tenant and owner participation in the <br />selection of committee members and an odd - numbered membership. <br />M /S: Murray /Stangel to establish the Mobile Home Park Mediation Committee <br />with Vice Mayor La Berge and Councilwoman Buchan representing the Council <br />and the City Manager's office to act as coordinator. <br />Carried by unanimous voice vote. <br />MINUTE ORDER N0. 90 -006 <br />-------------------------------------------------------------------------- - - - - -- <br />6. Westport /EPA (902 -05) <br />Mayor Greenalch discussed the ongoing concern about the relationship between <br />the EPA, the EIR for the Westport development and a possible placing of the <br />Westport site on the hazardous ranking list for Superfund priority and <br />further discussed the letter the Council and staff were in the process of <br />writing to the EPA when a meeting took place between City staff and <br />representatives of the EPA. As an outcome of that meeting the EPA is to <br />issue a report and a fact sheet about Westport. Senator Wilson's office <br />approached Redwood City to determine if Redwood City has concerns regarding <br />EPA actions regarding Westport. If Council does write the EPA then Senator <br />Wilson's office will be responsive to a City request and will move the <br />matter forward at a quicker pace than is now being pursued. City staff does <br />have concerns about the impacts of the EPA handling of this matter and the <br />residents of Redwood Shores living near the Westport site have a right to <br />request the EPA to issue a ranking of the site under the present law of the <br />land. Since the EPA has created confusion in our community it is a <br />legitimate request to have them be forthcoming with the present data that <br />they have which has been collected by the City and the County Environmental <br />Health Officer and a representative of the developer. The EPA has stated <br />the Westport site "may" rank as a hazardous site for Super Fund clean -up. <br />It is their responsibility to resolve this confusion and clarify their <br />position. Mayor Greenalch requested support for the proposal to send a <br />letter to the EPA asking they rank the Westport site under the present law <br />of the land, and to do that forthwith, and secondly to be willing to sit <br />down with the professionals involved representing the City of Redwood City, <br />McLaren Associates and ChemRisk, and the City /County Health Officer, and <br />tell why using the same data they have arrived at contradictory conclusions. <br />The proposed long delay of the EPA findings could possibly result in a <br />serious miscarriage of justice for investors in a possible project with the <br />City. <br />Councilman Stangel stated he supported Mayor Greenalch's position and that <br />it was absurd the EPA could cause problems now and in one or two years walk <br />away from their actions causing the City and developers to lose time, money <br />and projects beneficial to the City and its residents. <br />Reg.Mtg.Minutes <br />1/22/90 MINUTE PCGK i10. 49 <br />Page 5 Page No. 1906 <br />
