Redwood City Council for the April 10, 1990 election. <br />Council advised that the Police Facility Subcommittee and the consultants <br />diligently explored every option available that would provide adequate police <br />protection for Redwood City and decided that the proposed site is the most <br />desirable; renovation of the existing facility would not provide enough space <br />for special police requirements plus parking and it was too costly; funding <br />for the new police facility will come from the Utilities Users Fees which <br />Council committed to use for permanent public buildings only, such as the <br />library and fire station, and will not vote to do otherwise; the current <br />proposed site is owned by the City and avoids land acquisition costs; further <br />delays will result in higher construction costs; police stations are not like <br />fire stations where personnel and equipment are in a central area waiting to <br />be dispatched, as police officers are in the field at all times, thus <br />alleviating the need for a centrally located police station; and Council is <br />confident this is the best site available to provide the best protection for <br />Redwood City. <br />b. Dean Whitecloud, 1290 Warren Street, Redwood City, addressed the Council <br />regarding drug free zones around schools and parks and his previous meeting <br />appearances, his participation in the committee formed to address this issue, <br />provided a copy of Senate Bill 1786 which would expand the scope of <br />forfeiture when used for sale of controlled substances, and asked why the <br />agenda was not published in the newspaper or widely disseminated. <br />Councilwoman Buchan advised that the Council - appointed subcommittee of <br />Councilmembers Buchan, Bury and Claire are working with Police Chief Guardino <br />who is gathering information and developing responses and proposals to <br />present to the Council in the near future and she invited Mr. Whitecloud to <br />participate at that time. Council advised that printing the agenda in the <br />paper is extremely expensive, the agenda is posted in the Main Library every <br />Friday afternoon and the Council meets the first four Mondays of every month. <br />--------------------------------------------------------------------------- - - - - -- <br />MATTERS OF COUNCIL INTEREST <br />5. Mobile Home Park Mediation Committee (301 -06) <br />Vice Mayor La Berge reported on the meeting she attended of the Harbor <br />Village Homeowners Association and advised Council the lease the owners and <br />tenants signed in 1985 is soon to expire. Vice Mayor La Berge asked her <br />colleagues to establish a Mobile Home Park Mediation Committee and also <br />volunteered to serve. Councilwoman Buchan volunteered to serve on the <br />committee also. <br />Marie Rickes, 3015 E. Bayshore, No. 161, Harbor Village Mobile Home Park, <br />Redwood City, requested the membership of the Committee be an odd number to <br />eliminate the possibility of tie votes and asked if the mobile home tenants <br />would have input into selection of the other members on the Committee. <br />Reg.Mtg.Minutes <br />MINUTE BOOK NO. 49 1/22/90 <br />Page No. 195 Page 4 <br />
