M /S: Murray/ to change wording to "higher residential densities
should be discouraged except near or within commercial and financial
centers, employment centers, and transportation terminals."
Motion died for lack of a second.
c. Page G -1 Introduction to the General Plan. Technical corrections to
mathematical conclusions pointed out.
d. Page G -3, Line 4 assumes all new single family residences are owner
occupied whereas previous statistics show 20% are rented. Planning
Director Patterson advised statistical information will not be available
until the 1990 census is complete, but will obtain the best information
available at this time to apply to this situation.
e. Page G -13 provides only two Housing Objectives, one encouraging a variety
of types and the other requiring improvements. Fundamental objectives
and quantified objectives should be found under this section of the
General Plan, rather than in the strategies section and other sections.
M /S: Murray /La Berge to move the two data elements (to promote freedom
of choice in housing and to do what we can to eliminate discrimination)
from their current place in the General Plan to be incorporated in the
Housing Element Objectives.
f. Page G -13 Policies, would allow second and detached (granny units) in
single - family residential areas. Environmental Review for these units
should be required as part of our policy to monitor traffic and parking
impacts.
City Attorney Schricker advised our City ordinance conforms to state law
regarding "granny units" and where there is no entitlement (planned
development permit, etc.) issued by the city, as a matter of law, there
is no environmental review, and if there is to be an environmental review
in then it needs to be addressed in the General Plan. Planning Director
Patterson described limitations of CEQA law.
M /S: Murray/ to respect the character of residential neighborhoods,
require an Environmental Review prior to the approval of second or
detached units.
City Attorney Schricker, with the approval of Councilman Murray, amended
the motion by adding "including but not limited to the preservation of
existing levels of traffic."
Motion died for lack of a second.
g.
