REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 13, 2017 <br />SUBJECT <br />Vector Control Service for Sanitary Sewers and Creeks <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a General Services <br />Agreement with Dewey Services, Inc. for an initial two years of vector control services, <br />in an amount not to exceed $126,955, including City Manager authority to extend the <br />agreement for three additional one-year terms, for a total not to exceed contract price of <br />$329,044 <br /> <br />BACKGROUND <br />The Public Works Services Department works in conjunction with licensed pest control <br />companies to manage rodents and cockroaches (vectors) in the City’s sanitary sewers, <br />creeks, and the Corporation Yard, as well as the Port of Redwood City and the <br />Municipal Marina operated by the Port. This proactive vector control program protects <br />public health by regulating the populations of these disease-carrying organisms. <br />The Department released a request for proposals (RFP) in November 2016 for vector <br />control services. The notice was advertised in the local newspaper and on the City’s <br />website. Despite posting the RFP online for over a month and contacting five local <br />vendors, the Department received only one proposal by the RFP deadline from Dewey <br />Services, Inc. (Dewey). <br />The Department recommends entering into a two-year agreement with Dewey for a set <br />contract sum of $126,955.00. To provide for seamless continuation of service, the <br />agreement incorporates the possibility of three one-year extensions at the discretion of <br />the City Manager based on Dewey’s satisfactory performance. The total not to exceed <br />contract amount, if renewed for the full five-year term, is $329,044.00, which includes an <br />annual three percent contingency for years three to five.
