Nita Spanqler, 970 Edgewood, Redwood City, spoke in favor of Council and other <br />interested parties getting involved in the complicated process of planning <br />and financing the much needed new jail. <br />i. Growth Impact Fees Report <br />Report: City Manager, 3/26/90 <br />City Manaqer Smith reviewed discussion and Council direction of March 3, 1990 <br />at the Mid -Year Budget Review and recommended hiring a consultant to review <br />proposal. <br />Councilman Murray advised he is opposed to this method of financing projects <br />as it is penalizes newcomers to Redwood City; that it separates out one group <br />of people to pay for new facilities that all residents use; the argument that <br />newcomers are using existing facilities for free is falacious as these same <br />new residents have paid for use of facilities where they lived before; and if <br />a tax increase is needed to pay for proposed new facilities then it ought to <br />be presented that way. <br />City Manager Smith described growth impact fees as only one of the tools used <br />today to finance future projects; the financial restraints and projected <br />budget shortfalls faced by local governments create need for innovation; <br />general obligation bonds are now more difficult to get approved and <br />impossible if they become "weighty "; and this proposal is not a tax but a fee <br />paid by developers. <br />Councilman Bury suggested Council go forward with staff recommendation to <br />become more informed on financing options and to provide opportunity for <br />developers input. <br />M /S: Buchan /LaBerge to direct the City Manager to call for Qualifications <br />Statements and to hire a consultant on a not to exceed $6,000 basis to work <br />with City staff in preparing the final Growth Impact Fees Report per State <br />Law (AB 1600) <br />MINUTE BOOK NO. 49 Reg.
