Special Electrical Systems <br />Fire Suppression Systems <br />Special Construction <br />Interior Systems <br />Interior Finishes <br />Vertical Transportation <br />Telephone infrastructure and systems <br />Data Infrastructure and server rooms <br />Cost Estimating <br />Each report will include a Capital Needs Analysis including an estimated cost for each system or component repair or <br />replacement anticipated during the evaluation term. The report narrative will discuss options for repair of the <br />deficiency, and the capital needs analysis will be presented as an Excel -based cost table that includes a summary of <br />the description of each component, the age and estimated remaining useful life, the anticipated year of repair or <br />replacement, quantity, unit cost and total cost for the repair of each line item. <br />A consolidated Capital Needs Analysis will be presented that includes all anticipated capital needs for all buildings. In <br />addition to the detailed description of the deficiencies, Consultant will provide cost estimates for the deficiencies <br />noted. The cost estimate for capital deficiencies will be based on the estimate for maintenance and repair, but may, <br />at City's option, also include project management costs, construction fees, and design fees. Project management <br />costs, construction fees, and design fees will be derived using actual costs from previous projects. After determining <br />these costs, Consultant will confirm these costs with City's staff. <br />Consultant's cost estimating database is comprised of both Whitestone Research and RS Means data, and further <br />customized with proprietary cost tables developed by Consultant, based on historical and localized actual costs. <br />Consultant maintains and updates its cost estimating system with information received from the field. Through <br />construction monitoring work, Consultant has current cost data from hundreds of in -progress construction and <br />rehabilitation projects. This data allows Consultant to calculate costs based on local conditions to maintain a cost <br />database that is typically more current than Whitestone Research and RS Means' models. <br />Preventative Maintenance Recommendations <br />Consultant's Maintenance Planning process supports the prioritization, budgeting, project execution and funding <br />processes for facilities, buildings, and infrastructure. Consultant will review the goals and needs of City while <br />preparing the Facilities Condition Assessment reports. City staff will be involved in the planning process though <br />meetings and online communications. Consultant uses AssetCALCTM software to forecast budget requirements, <br />prioritize renewal projects, and support asset Iifecycle repair/replace decisions. <br />Consultant's Maintenance Management Plan will factor in life -cycle cost modeling for the facilities including non- <br />operational facility costs. Identified deferred maintenance costs will also be included. The Plan will define the range <br />of assumptions, including the inflation assumption, which can be modified after consultation with the City. <br />Consultant will use International Facility Maintenance Association standards for the maintenance recommendations <br />report that will compare typical benchmarks for municipal type buildings. <br />Report Deliverables <br />Consultant will provide a report including a description of each of the building components and systems as described <br />in the approach sections above. Each report is organized by building system and will include digital photos of major <br />systems and components and of all deficiencies identified. Reports will include discussion of current and anticipated <br />repairs and deficiencies, and applicable options for repair or maintenance of building components. Consultant will <br />provide a report within 90 business days from receipt of the signed "Project Authorization" to proceed. <br />Consultant will provide the following reports depending on the size of the buildings or campus: <br />REV: 90473I'A'YAIRR.2017.010/EM13 Corp FCA Page 15 of 22 <br />
