1. PUBLIC HEARING - to consider declaring a water shortage emergency and <br />establishing regulations, restrictions and penalties for violations <br />(1204 -09) <br />Affidavits of publication are on file. <br />Report: General Services Director, 6/5/90 <br />General Services Director Sennewald presented the staff report and in <br />response to Council questions, described: the base year as 1987 with revised <br />allotments; the minimum allotment of 5 units per month, or 10 per billing <br />period; the approximately $40,000, for additional personnel to institute and <br />maintain a "banking system "; the appeal process and rewarding conservation; <br />how the proposed 10/60 plan focuses on outdoor, non - essential use cutbacks; <br />the penalty structure and its financial impacts; the benefits of <br />reinstituting an established rationing system; and the lack of a perfect plan <br />that would ameliorate all situations. <br />Mayor La Berge declared the Public Hearing open at 8:25 p.m. and invited <br />anyone who wished to speak to please do so. <br />The following people addressed the Council regarding: water rationing; <br />equitable allotments; increasing and decreasing penalties; impacts of <br />penalties on water usage; percentage vs. unit cost penalties; appeals; <br />planned system maintenance; "banking "; conservation and surrounding schools; <br />moratorium on development; and separate accounting for Emerald Lake Hills <br />area: <br />Donald H.
