Councilman Claire discussed need for "banking ", a unit driven penalty <br />structure, and exempting schools from rationing for those schools allowing <br />non - profit organizations to use their fields, if schools are conserving <br />water. <br />City Attorney Schricker advised the proposed ordinance contains language in <br />Section 11. Appeals, to address Councilman Claire's concerns regarding <br />school consumption and conservation efforts, and multi -use of their fields by <br />many Redwood City organizations. <br />Councilman Murray requested inclusion of objective criteria in Section 6 for <br />"New or Changed Usage" including pattern of use by Redwood City citizens who <br />move within the City and the size of the lot. Councilman Murray also <br />suggested a lower penalty structure but rigorous enforcement with restrictors <br />and their cost used to stop abuse of conservation program. <br />Title read.
