Councilman Claire discussed need for "banking ", a unit driven penalty structure, and exempting schools from rationing for those schools allowing non - profit organizations to use their fields, if schools are conserving water. City Attorney Schricker advised the proposed ordinance contains language in Section 11. Appeals, to address Councilman Claire's concerns regarding school consumption and conservation efforts, and multi -use of their fields by many Redwood City organizations. Councilman Murray requested inclusion of objective criteria in Section 6 for "New or Changed Usage" including pattern of use by Redwood City citizens who move within the City and the size of the lot. Councilman Murray also suggested a lower penalty structure but rigorous enforcement with restrictors and their cost used to stop abuse of conservation program. Title read. M /S: Claire /Buchan with the following amendment: Add Section to permit "banking" of water units when at least one (1) unit is saved during one billing period (2 months) and to permit "banking" to remain in effect until emergency ordinance is rescinded. Councilman Murray asked that the following be added to the original motion: Page 7: In sentence 24 after the words "located at the premises," add the words "prior use by the same household, lot size ". Page 9: In sentence 11 after the words "for each such violation," delete the words "or for each day, or any portion thereof, that such violation continues ". Councilman Claire, who offered the motion, and Councilwoman Buchan, who seconded the motion, accepted the amendments to the motion.
