REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 27, 2017 <br /> <br />SUBJECT <br />Extend Pilot Complete Streets Advisory Committee by Two Years and Increase <br />Committee Membership <br /> <br />RECOMMENDATION <br />1. Adopt a resolution: <br />a. Approving a two-year extension of the pilot Complete Streets Advisory <br />Committee, <br />b. Increasing Committee membership from five to seven members, and <br />c. Updating the Mission, Duties, Structure, and Membership of the pilot <br />Committee to reflect the changes to term and membership <br />2. By motion, direct staff to begin the member recruitment process for two additional <br />Committee members <br /> <br />BACKGROUND <br /> <br />Complete Streets are roadways designed and operated to enable safe, attractive, <br />comfortable, and independent access and travel for users of all ages and abilities <br />including people who walk, ride bicycles, drive, and use transit. The California Complete <br />Streets Act of 2008 required that California cities include complete streets policies in <br />their General Plan circulation elements as of January 1, 2011. Eligibility for funding <br />programmed through the One Bay Area Grant program requires compliance with the <br />Complete Streets Act. Metropolitan Transportation Commission (MTC) Resolution 4108 <br />requires cities to have a Bicycle Advisory Committee in order to be eligible for <br />Transportation Development Act Article 3 grant funds. <br /> <br />On January 26, 2015, the City Council adopted a resolution approving formation of a <br />two-year pilot Complete Streets Advisory Committee (Committee). The resolution <br />included the Pilot Mission, Duties, Structure, and Membership (mission document) of <br />the new Committee. Council also directed staff to begin the member recruitment <br />process for the pilot Committee. Member recruitment was completed in mid-2015 and <br />the inaugural Committee meeting was held on December 15, 2015. Initial member <br />terms are scheduled to end on May 31, 2017 at the end of the Committee pilot period. <br /> <br />The Committee is advisory in nature and follows the same processes for bringing <br />recommendations to Council for consideration. The Committee provides <br />recommendations for pragmatic user solutions and serves as a conduit for community <br />6.3.A. - Page 1
