input. It assists staff by prioritizing areas of focus and identifying the “hot spots” from the <br />community’s perspective. Boundaries and expectations are set so that the Committee <br />remains advisory in nature and not operational or directive. <br /> <br />As outlined in the mission document, the committee comprises five members. At least <br />four Committee members, both at the time of their appointment and continuously during <br />their incumbency, are to be residents of the City of Redwood City. Up to one member <br />may reside in unincorporated Redwood City or be employed within the City of Redwood <br />City. <br /> <br />ANALYSIS <br />Extension of the pilot period: <br /> <br />The Committee adopted a work plan for 2016 and completed or made significant <br />progress in all areas (see Attachment 2). Committee work included submitting letters <br />supporting Redwood City’s grant applications ($1,000,000 of funding awarded), <br />attending and hosting public meetings, providing input and recommendations on several <br />transportation and parking plans and programs, and providing representation on <br />regional committees. <br /> <br />The Committee’s work directly supports the City’s Transportation Initiative, one of seven <br />initiatives outlined in Redwood City’s Strategic Plan. During its first year the Committee <br />addressed several important topics related to transportation and complete streets. The <br />Committee’s public meetings provide an additional, important, and inclusive venue for <br />receiving community input on critical and sensitive matters. The Committee also formed <br />sub-committees to further research specific topics and gather input. As the City of <br />Redwood City continues addressing critical transportation topics, projects, and <br />programs it will benefit from the ongoing work and contributions of the Committee. <br /> <br />As outlined in the mission document, Committee meetings are generally held once per <br />quarter with the allowance that special meetings may be scheduled as required. <br />Regular meetings were scheduled on the second Tuesday of March, June, September, <br />and December, and three special meetings were requested by staff in 2016. Staff <br />recommends continuing the practice of four regular meetings per year throughout the <br />pilot extension. <br /> <br />Given the short-notice nature of special meetings it has been challenging to identify ad- <br />hoc meeting dates that accommodate the schedules of Committee and staff members <br />and that meet time constraints such as grant application deadlines. Therefore, staff <br />recommends targeting the second Tuesday of each month for any special meetings that <br />may be required. Establishing a consistent target date increases the likelihood of <br />reaching a quorum for special meetings and reduces staff administrative time required <br />to schedule those meetings. The Committee Chair and the staff liaison will confer each <br />month and will either release unneeded dates as a courtesy to Committee members or <br />will schedule a special meeting as early as possible.
