<br />If Council elects to extend the pilot Committee by two years (ending May 31, 2019), the <br />Mayor will send a letter to each of the five current Committee members inviting them to <br />serve an additional two years if they are interested and able to do so. All members who <br />elect to continue serving through May 31, 2019 will then have served four-year terms, <br />consistent with the terms of other City boards, committees, and commissions. <br /> <br />Increase in Committee membership from five to seven members: <br /> <br />Given the many and complex topics it addresses, the Committee utilizes sub- <br />committees to gather input, research topics, and reach out to the community. With just <br />five Committee members the additional workload per member is significant. Additionally, <br />sub-committees are limited to two members each. Increasing the Committee <br />membership from five to seven members helps distribute the workload more broadly, <br />and also allows up to three members to serve on a sub-committee, making each sub- <br />committee that much more effective. <br /> <br />If one or more current members elects to not serve an additional two years, City staff <br />will also recruit for member replacements at the time it recruits two additional members. <br /> <br />ALTERNATIVES <br />Council may elect to: <br />1. Not approve the extension of the pilot Committee, and/or <br />2. Not increase Committee membership from five to seven members nor direct <br />staff to begin the member recruitment process. <br /> <br />FISCAL IMPACT <br />No annual (per-year) increase in staff time will be required to support extension of the <br />pilot Committee meetings. Additional staff time on the part of the City Clerk’s Office and <br />Community Development Department will be required to recruit two additional <br />Committee members. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency under the California Environmental Quality Act (CEQA), the City of <br />Redwood City has determined that the actions to direct staff to extend the pilot <br />Complete Streets Advisory Committee and recruit additional Committee members are <br />not Projects under the CEQA and therefore do not require environmental review. <br /> <br /> <br />SUSAN W HEELER <br />MANAGEMENT ANALYST <br /> <br /> <br />6.3.A. - Page 3
