The vice chairperson will assume and perform the duties of the <br />chairperson during his/her absence. <br /> <br />SUBCOMMITTEE <br /> <br />From time to time the Committee may appoint: <br />• A subcommittee, composed of Committee members, to study a topic defined by the <br />Committee. After making its report, the subcommittee will be dissolved. <br />• A member to serve as a liaison to the Committee for a lengthy planning project. The <br />appointment will end at the project’s completion. <br /> <br />MEETINGS <br /> <br />Regular meetings of the Committee will generally be held once per quarter, but may be <br />scheduled less frequently when appropriate as determined by the chairperson and City staff. <br />Additional “special sessions” may be held as required. Quorum must be met. All meetings <br />are open to the public and governed by the provisions of the Ralph M. Brown Act, Government <br />code Section 54950, et seq., and by all procedures relating to boards, committees, and <br />commissions. Staff resources to support meetings include one staff member who attends <br />meetings and serves as staff liaison, and one staff member who attends meetings and <br />prepares meeting packets, agendas, and action minutes. <br /> <br />TECHNICAL AND PROFESSIONAL ADVICE OR SERVICE <br /> <br />The Committee will have available to it, as appropriate, the services of City staff including <br />engineering and planning professionals who may be asked to attend a meeting to provide <br />technical advice and services. This is subject to financial constraints and staff members’ <br />engagement in other public duties. <br /> <br />PROGRESS REPORTS <br /> <br />In January of each year the Committee will present a formal status report to City Council, <br />including a written report of progress and accomplishments during the prior year, and <br />objectives for the following year. Progress report updates will include information pertaining <br />to each user type, including people of all ages and abilities who walk, ride bicycles, use transit, <br />and drive. Specific policy recommendations will not be included in progress reports but will <br />instead be addressed separately, although general policy direction may be referenced or <br />discussed. City Council may provide broad or specific direction to the Committee during <br />progress report presentations, at Council’s sole discretion. <br /> <br />RECOMMENDATIONS TO COUNCIL <br /> <br />From time to time the Committee may bring policy recommendations to City Council, following <br />consideration and recommendation by City staff and/or the Planning Commission. Policy <br />recommendations will be structured as vision and goal statements providing broad direction. <br />6.3.A. - Page 8
