REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 27, 2017 <br /> <br />SUBJECT <br />Approval of Tentative Agreements with Service Employees International Union Local <br />521 (SEIU) and the Chief Officers Association (COA) <br /> <br />RECOMMENDATION <br />1. By motion, approve the Tentative Agreement between the City of Redwood City <br />and Service Employees International Union Local 521 (SEIU), and the Tentative <br />Agreement between the City of Redwood City and the Chief Officers Association <br />(COA), and authorize the City Manager to execute successor Memoranda of <br />Understanding; <br />2. Adopt a resolution amending the classification plan and salary and wage plan <br />for employees represented by SEIU; <br />3. Adopt a resolution amending the salary and wage plan for employees <br />represented by COA <br /> <br />BACKGROUND <br />In 2016, at the direction of City Council, staff commenced negotiations with the Chief <br />Officers Association (COA), and the Service Employees’ International Union (SEIU) <br />Local 521, as the current agreements were set to expire in October 2016 and January <br />2017 respectively. In developing agreements with employee groups, City staff work <br />closely and collaboratively with the City Council and employee representatives to <br />develop recommended salary and benefit changes, taking into consideration changes in <br />the cost of living, recruitment and retention goals, compensation survey data from <br />comparable Bay Area cities, the current financial condition of the City, and any <br />anticipated fiscal challenges. <br /> <br />In addition, City staff work to ensure that bargaining group agreements support the City <br />Council’s strategic initiatives and goals. Specifically, the City Council has adopted a <br />strategic initiative related to government operations, and one of the goals of that <br />initiative is: <br /> <br />Investing in staff leadership, skill development and other human resources <br />strategies to attract, develop, support and retain a highly qualified, valued and <br />diverse municipal workforce. <br /> <br /> <br /> <br />6.3.B. - Page 1
