<br />ANALYSIS <br />Within the parameters established by the Council, City negotiators met and conferred <br />with SEIU and COA and worked collaboratively to develop two-year agreements (SEIU <br />February 1, 2017 – January 31, 2019, and COA October 1, 2016 – September 30, <br />2018). The Tentative Agreements reached by City negotiators with SEIU and COA are <br />included as Exhibits A and B. The significant economic changes contained within the <br />agreements are summarized below: <br /> <br />SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU) LOCAL 521 <br /> <br />Salary: The tentative agreement provides for a 3% cost-of-living adjustment (COLA) for <br />SEIU members each year of the agreement. These adjustments are consistent with <br />current and projected cost-of-living indexes for the San Francisco Bay Area, and will <br />ensure that the City sustains labor market competitiveness for attracting and retaining <br />employees. <br /> <br />Certification Recognition Pay: The City’s certification recognition program will be <br />amended to include incentive pay of $200 monthly for Certified Accessibility Specialist <br />(CASP), on a pilot basis during the term of the agreement. <br /> <br />Safety Shoe/Boot Allowance: The allowance for employees to purchase safety shoes or <br />boots, when required, will be increased from $175 to $200. <br /> <br />Education Reimbursement: The maximum educational reimbursement eligibility will be <br />increased from $500 to $1,500 per fiscal year, in order to maintain a meaningful <br />incentive for advanced education. <br /> <br />Classification Plan Amendment <br /> <br />Concurrent with SEIU negotiations, the City conducted a job analysis and salary survey <br />of employees within the classification of Recreation and Community Services Program <br />Coordinator I/II. Based on the results of this analysis, the City proposed that two <br />employees be reclassified to separate classifications based on the unique nature of <br />work performed. In addition, the classification of Recreation and Community Services <br />Program Coordinator I/II should be revised to create a single-level classification, with a <br />salary range at the midpoint of the two levels. The City and SEIU met and agreed to <br />these changes, subject to Council approval. <br /> <br />CHIEF OFFICERS ASSOCIATION (COA) <br /> <br />Salary and Retirement Contributions: The tentative agreement provides for a 3% <br />cost-of-living adjustment (COLA) for COA members in the first year of the agreement, <br />and a 2% COLA in the second year. In addition, during the second year of the <br />agreement, employee contributions to pension will be reduced by 1% (from 19% of <br />salary to 18% of salary); this will result in a net pay increase of 3%. <br />6.3.B. - Page 2
