12 <br />active status with the City as of the date the payment is processed by City <br />payroll. <br /> <br /> Effective the first full pay period on or after October 1, 2017, there will be a two <br />percent (2%) cost of living increase for all classifications represented by COA. <br /> <br />14.2.2 External labor market comparison, paid for by the Association, shall be <br />conducted for all classifications in the association. There will be no adjustments <br />based on labor market studies for the term of this agreement. <br /> <br />Labor market salary figures shall be established by comparing the following <br />factors: Base top step salary and/or control point used in other agencies and <br />employee PERS contribution paid by the employer. The City’s comparable labor <br />market shall include the following agencies: <br /> <br /> City of Alameda City of Berkeley <br /> City of Hayward City of Mountain View <br /> City of Palo Alto City of San Leandro <br /> City of San Mateo City of South San Francisco <br /> City of Sunnyvale <br /> <br />14.2.3 The following classifications shall be internally aligned and shall maintain their <br />minimum top step differentials to subordinate and/or benchmark classifications <br />as indicated throughout the term of the agreement. <br /> <br />· Battalion Chief – 20% above Fire Captain, which includes top step <br />base Fire Captain salary, plus the following incentives so long as they <br />remain in effect for Fire Captains: <br />o Education Incentive/Longevity Pay (7.5%) <br />o Paramedic Assistance Pay (2.5%) <br /> <br />· Battalion Chief (40-hour rate) – Monthly salary shall be set 8.5% above the top step <br />base monthly salary for Battalion Chief. <br />· Fire Marshal – Monthly Salary shall be equivalent to Battalion Chief (40 hour rate). <br />· Deputy Fire Chief – 10% above Battalion Chief (40 hour) <br /> <br />In the event of a compaction adjustment, the increase will apply to the salary <br />range only. Individual adjustments within the range will be at the discretion of <br />the Fire Chief pursuant to Section 14.3. <br />14.2.4 Initial appointments shall normally be made at the lowest rate of pay. Upon <br />approval of the City Manager, such appointments may be made above the <br />bottom of the range when justified upon consideration of the difficulty of locating <br />qualified personnel and an appointee’s experience, education, knowledge of <br />particular duties required and such other criteria as may be reasonably related to <br />such preferential consideration on the basis of merit. <br /> <br />14.3 Meritorious Achievement Adjustment <br /> <br />14.3.1 When an individual's performance is judged to exceed a satisfactory level, a merit <br />increase may be given in addition to the cost-of-living adjustment.
