13 <br />based on the City's evaluation of the degree to which the employee met his or her <br />objectives. In making this determination, the relative merit of an individual <br />employee among other COA unit employees shall be considered. The meritorious <br />achievement awards scale will be: <br /> <br />Unsatisfactory No increase <br />Satisfactory 4-5% <br />Exceeds Standards 6% <br />Outstanding 7% <br /> <br /> 14.3.2 Recommendations for merit increases will be made by the Fire Chief and <br />forwarded with detailed justifications to the City Manager and Personnel Officer, <br />who may make adjustments prior to approval. Subject to Section 7.3 merit <br />increases may only be granted upon completion of at least six (6) months of <br />probationary employment and yearly thereafter. <br /> <br />14.4 Salary Increase on Promotion <br /> <br />Promotional appointments shall be made at the level in the new salary range which results <br />in an increase of at least five percent (5%) but in no event shall the promoted employee <br />receive less than the salary of any subordinate classification the employee is required to <br />supervise directly. For a Battalion Chief who promotes to Deputy Fire Chief, the five percent <br />(5%) increase shall be applied to the 40-hour base rate of pay. Promotional appointments <br />which result in a salary increase of more than five percent (5%) may be made with the <br />approval of the City Manager. Promoted employees are eligible for a merit salary increase <br />after six (6) months of service in the promotional classification and on a yearly basis <br />thereafter. <br /> <br />14.5 Overtime <br /> <br />14.5.1 Overtime is to be paid after forty (40) hours in paid status in one (1) work week or <br />fifty-six (56) hours in the case of a shift Battalion Chief, and for work performed in <br />excess of eight (8) consecutive hours in one (1) workday (exclusive of lunch <br />period), except as provided in Article 14.5.2 below. <br /> <br />14.5.2 A forty (40) hour COA unit member who is assigned to a shift consisting of more <br />than eight (8) consecutive hours (exclusive of lunch period) shall be entitled to <br />overtime after forty (40) hours in paid status in one (1) work week. <br /> <br /> 14.5.3 All overtime must be authorized by the Fire Chief prior to working overtime and <br />documented on time cards. <br /> <br />14.5.4 Battalion Chiefs assigned to a forty (40) hour schedule and the Fire Marshal shall <br />be paid overtime on a straight time basis or shall receive one (1) hour of <br />administrative leave (compensatory time off) for each hour of overtime worked, <br />up to a maximum of one hundred twenty (120) hours per calendar year. The <br />Deputy Fire Chief shall be granted one-hundred forty (140) hours of <br />administrative leave per calendar year.
