17 <br />A COA unit member temporarily assigned by the Fire Chief to perform the majority of job <br />duties in a higher paid classification shall receive a temporary upgrade to the lowest point of <br />the range in the higher classification, or an increase of five percent (5%), whichever is <br />greater. For a Battalion Chief temporarily assigned to the position of Deputy Fire Chief, the <br />five percent (5%) increase shall be applied to the 40-hour base rate of pay. This temporary <br />upgrade shall be effective on the 11th work day in the higher classification. In no event shall <br />the employee so assigned receive more than the top of the range for the higher <br />classification. <br /> <br />14.14 Educational Expense Reimbursement <br /> <br /> 14.14.1 COA unit employees shall be eligible for reimbursement of costs of tuition, <br />registration fees, books, calculators, and other related items and supplies that are <br />incurred in connection with enrollment in and successful completion of an <br />education development program or course. <br /> <br />14.14.2 An employee shall be eligible to receive reimbursement not to exceed one <br />thousand five hundred dollars ($1,500) per fiscal year, for reimbursement of <br />tuition for courses taken as part of an accredited college or university degree <br />program. Such courses must be approved in advance of enrollment by the <br />Personnel Officer and the Fire Chief, and the employee successfully completes <br />such course submitted for reimbursement with a grade of "C" or better. Up to fifty <br />percent (50%) of the total allowance ($750) may be used for job-related <br />professional development workshops or seminars, or educational courses not <br />taken as part of a degree program. <br /> <br /> 14.14.3 The Personnel Officer may establish standards and criteria and enact such rules, <br />regulations, procedures and policies as are necessary or appropriate to <br />implement the provisions of this Section 14.14. <br /> <br />14.15 Training <br /> <br />The Personnel Officer is responsible for developing training programs in order to improve <br />the efficiency and broaden the knowledge of employees in the performance of their duties. <br />Successful completion of special training may be considered in making advancements and <br />promotions. The Association may appoint a member to meet with the Personnel Officer to <br />plan, evaluate and recommend training programs. <br /> <br />14.16 Licenses and Certificates <br /> <br />Employees who are required by State or Federal agencies, or by job description, to be <br />licensed or certificated shall be reimbursed for the fees for such license or certificate, <br />including other DMV licenses above Class ā€œCā€ required by the Department of Motor <br />Vehicles. <br /> <br /> <br />6.3.B. - Page 98
