REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 27, 2017 <br /> <br />SUBJECT <br />Amendment No. 2 to Professional Services Agreement with SSA Landscape Architects <br />(SSA) for Landscape Architectural Design Services for the Linden Park Renovation <br />Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute Amendment No. 2 for <br />$33,941 to the agreement with SSA for additional landscape architectural design <br />services for the Linden Park Renovation Project for a total agreement amount of <br />$97,671 <br /> <br />BACKGROUND <br />In 1970, a Canada College ecology class presented the City with a proposal for <br />developing a park on a small area of the Hetch Hetchy’s right-of-way at the corner of <br />Park and Linden Streets. The City Council endorsed the group’s plans for the project, <br />and in 1971 the students cleared the site. The Parks and Recreation Department <br />obtained a Land Use Permit from the San Francisco Public Utilities Commission <br />(SFPUC) for the park and, with the assistance of the Host Lions Club, completed the <br />work. Linden Park was dedicated on July 23, 1972 and renovated in 1986. <br /> <br />In late 2011, SFPUC removed the park during their water pipeline project. On June 24, <br />2013, Council approved the commitment of Park Impact Fees to fund park <br />improvements at Linden Park. On July 17, 2013, the City Manager approved and <br />authorized the execution of an agreement with SSA for landscape architectural design <br />services for the Linden Park Renovation Project for a total amount of $40,480.00. <br /> <br />At 65% construction documentation completion, the Linden Park Renovation Project <br />was temporarily suspended to accommodate the development and implementation of <br />the new SFPUC land use regulations. SFPUC required the City to redesign the park. <br />The scope of services under Amendment No.1 of the original agreement for Linden <br />Park was expanded to include new design concepts and construction documentation. <br />SFPUC required that the City obtain a new permit for the public use of the utility <br />easement to rebuild a new park and undergo their design approval process. Based on <br />solicited comments from the series of community meetings held by the City as part of <br />the City’s design process, SSA developed a preferred concept for the proposed park. <br />6.1.C. - Page 1
