This preliminary design, which included platform play equipment and swings, was <br />presented at the October 11, 2013 SFPUC project review meeting. The SFPUC review <br />panel requested several modifications to the plan such as wider, load-bearing pathways <br />to accommodate their maintenance vehicles, 6” spread anchors (rather than typical 18” <br />deep footings) and easily moveable, modular seat walls and play features. <br />Subsequently, a revised plan was submitted to the panel on January 22, 2014; the <br />panel requested more changes. Soon after, they announced that the project was <br />suspended, possibly cancelled, to allow time for the development of new guidelines. <br />After several discussions to allow the project, and based on the comments from the <br />previous meeting, the City came back with a third revision on December 5, 2014. The <br />plan was rejected by SFPUC based on new regulations created because of the <br />additional pipe in the right-of-way. The City was required to adhere to the new <br />September 8, 2014 Draft Recreational Use Policy for the SFPUC Water Pipeline Right <br />of Way in San Mateo County. <br />After reviewing the new land use policy, the City re-engaged the community. SSA was <br />required to start over and produce an entirely new set of drawings. The new design – a <br />‘simple plan’ - was presented to SFPUC on July 29, 2015. The design was approved to <br />move ahead with the 95% drawings. To complete the new design, the project requires <br />additional funding. <br />Amendment No.1 in the amount of $23,250.00 to the original contract value for an <br />aggregate total of $63,730.00 was approved by City Council on January 25, 2016. On <br />January 23, 2017, the City Council approved the award of a contract to C2R <br />Engineering, Inc. in the not to exceed amount of $476,206.50 for the Linden Park <br />renovation project. <br />Amendment No. 2 in the amount of $33,941.00 to extend and amend the original <br />agreement for a total of $97,671 is needed due to the unexpected requirements for <br />revisions and presentations to SFPUC. <br /> <br />ANALYSIS <br />The process to replace Linden Park has required an unusual amount of time due to <br />evolving SFPUC requirements. SSA Landscape Architectures had to reinstitute public <br />workshops; attend unexpected SFPUC review committee meetings; complete new <br />plans and coordinate with Engineering for new details; additional time has been spent <br />on bid phase services; and there will be additional construction coordination needed. <br />Amendment No. 2 addresses the extra time and scope requirements in order for the <br />City to successfully deliver the Linden Park renovation project with expected <br />construction start by the end of February 2017. <br />6.1.C. - Page 2
