Community Development Services Manager Passanisi described the various models <br />proposed for the process. <br />Consensus to begin creating structures to look at the top four and the City Manager, Mayor <br />and Vice Mayor with staff work toward that and return as soon as possible to Council with <br />those recommended structures. Staff to return with a report showing the elements that are <br />most important to do. <br />Pat Dixon asked that City Council at least bring forward their vision. <br />M/S Ira/Howard to extend the meeting until 11:30 p.m. The motion failed due to a tie by the <br />following voice vote: Ayes: Howard, Ira, Mayor Ruskin Noes: Hartnett, Pierce and Vice <br />Mayor Claire. <br />M/S Claire /Hartnett to extend the meeting until 11:15 p.m. The motion passed by a unanimous <br />voice vote by those present. <br />D. Downtown Housing sites: <br />Community Development Services Manager Passanisi provided background that Council <br />had directed staff to investigate the potential for housing in the downtown area. <br />Council comments included desire for allowable housing in the downtown area and <br />encouragement of same. Some Council Members agreed with the project at 500 Arguello <br />Street being appropriate. <br />Council consensus was to allow the present development to move forward, a zoning text <br />amendment to return to Council as soon as possible that deals with the remaining 40% <br />looking closely at the property immediately adjacent to the jail and long term to commence <br />a thorough study of the entire downtown area. <br />6.
