A) Kaiser Permanente Redwood City Medical Center Year 2000 Plans; <br />Mayor Ruskin reported that Kaiser Permanente will retrofit the existing building to <br />earthquake safeness. <br />B) Letter regarding Public Access to Crystal Springs Water Shed Area; <br />Council Member Jordan stated the San Francisco Planning Commission held public <br />hearings regarding opening up the trails around the western side of the reservoir to public <br />access. There were several alternatives presented: A and B are alternatives that would <br />allow jogging, hiking, trail bikes and equestrians; C (unknown) and D is only docent led <br />tours. Some mitigation would have to occur to protect the endangered species. San Mateo <br />County submitted a proposal to the San Francisco Planning Commission for the County to <br />contribute to the mitigation in a phased process where docent led tours begin while fences <br />and other work necessary occurs eventually leading to complete access. Council Member <br />Jordan requested that Redwood City support San Mateo County's effort which is a phased <br />implementation of public access starting with docent led tours, eventually ending with full <br />access along with fencing, rangers and any other mitigation necessary. <br />M/S Jordan/Ira to send a letter of support for San Mateo County's proposal for the project. <br />Vote on the motion: Ayes: Ira, Jordan; Noes: Howard, Pierce, Mayor Ruskin; Absent: <br />Hartnett and Vice Mayor Claire. Motion fails. <br />Council consensus to continue discussion to February 14 and provide list of groups known <br />to be in opposition. <br />C.) Letter from Terry Anderlini, President of the Redwood Shores Homeowners' Association, <br />requesting revision to Redwood City code 37.8 to prohibit any discharge of firearms in <br />Redwood City without any exceptions. <br />Council Member Jordan explained the letter was regarding the bird hunting that occurs <br />around Bair Island and asked that it be placed on an agenda as soon as possible as it <br />impacts the endangered species issue. Council Member Ira requested a report from the City <br />Attorney and an analysis from a consultant. Council Member Howard requested input from <br />the Police Chief. Council Member Pierce requested study into information regarding <br />jurisdiction of the area. <br />Consensus to direct staff report back to Council at a date to be determined. <br />D.) Council Member Pierce requested consideration of a report from the Ad Hoc Committee <br />on Traffic regarding issues, in addition to numbers of vehicles and speeds, that involve the <br />human element of peoples' perception of traffic problems.
