If funds remain from the Initial Deposit, these may be retained by the City and subtracted from the Application Deposit, at the discretion of the applicant. 3. A�peal of Plannin� Director's Estimate of A�plication De�osit a. City Manager If the applicant disagrees with the estimate of the Application Deposit the applicant may, within seven (7) calendar days of being informed of such deposit, appeal the Application Deposit estimate to the City Manager. Any appeal made pursuant to this section shall be consistent with the requirements of Article 48 of the City Zoning Ordinance (No. 1130 as may have been amended from time to time), including the payment of any required appeal fee. b. Cit,y Council If the applicant disagrees with the decision of the City Manager the applicant may, within seven (7) calendar days of receipt of the City Manager's determination, appeal the City Manager's decision to the City Council. Any appeal of the City Manager's decision to the City Council shall conform to the requirements of Article 48 of the Zoning Ordinance and any required appeal fee. The City Council's decision shall be final. 4. Com�lete A�plication No application filed under this Policy shall be deemed complete if not accompanied by the Application Deposit estimated by the Planning Director. 5. Monthly Statements If requested by the applicant in writing, the Planning Director shall provide monthly expense statements to the applicant. 6. Additional De�osit a. Planning Director Estimate At the point sixty five percent (65%) of the Application Deposit has been expended and the Planning Director estimates that the remaining balance will be insufficient to complete the project, s/he shall request a further deposit of funds from the applicant based upon the procedure described in section C. 1-4 of this policy.
