�� 20 <br /> 2.B. PLANNING CONTEXT <br /> This section provides an overview of trends and issues that will set the context for the <br /> Department in the coming decade. The information was developed through a review of <br /> City Council priorities, census data and other demographic data, neighborhood survey <br /> results, community group priorities, and operational statistics. <br /> City Council Priorities <br /> The plan's objectives and actions respond to the priorities developed by the City <br /> Council. The overarching themes of the priorities are: "aesthetics, pedestrian friendly, <br /> and quality of life." The specific priorities are: <br /> ■ Youth and Education <br /> ■ Transportation and Traffic <br /> • Infrastructure Maintenance <br /> ■ Housing <br /> ■ Downtown <br /> ■ Doing Business Effectively and Efficiently <br /> ■ Water Supply <br /> ■ Cultural Activities <br /> Demographics <br /> Redwood City is an evolving community. According to estimates by the Association for <br /> Bay Area Governments, the City's population will increase by approximately 8,400 <br /> residents by 2020, while surrounding unincorporated communities will increase by <br /> another 2,500. The City's age and ethnic profile will also change, with an increase in the <br /> Asian, Latino, and Pacific Islander communities, and an increasingly large retired <br /> population. The Department will monitor these changes, as well as trends regarding <br /> income and educational attainment, and continually adjust its programs to meet <br /> community needs. (All data are from the 2000 Census and Association of Bay Area <br /> Government studies.) <br /> Popu/ation Growth <br /> After rapid population growth of 13°� between 1990 and 2000 to reach a population of <br /> 75,402, Redwood City is expected to grow more slowly in the coming decades as the <br /> supply of land is built out. Still, the City is projected to add almost 5,200 residents <br /> between 2000 and 2010, and an additiona13,200 to reach a population of 83,800 in 2020. <br /> In the same time frame, the population of 23,808 in City's sphere of influence will add <br /> 800 residents between 2000 and 2010, and another 1,700 by 2020. Together the combined <br /> population in the city and surrounding unincorporated areas will be 110,110 by 2020. <br /> Race, Ethnicity, 8 Language <br /> Redwood City is experiencing significant shifts in its ethnic make-up.
