8.�123 <br /> ■ Recreational Programs — Participation in the Department's recreational programs <br /> has increased in recent years. Recent annual participation levels have increased <br /> in adult team sports (10°,6), youth swim (10°�), special interest classes (5°,6), after <br /> school learning programs (7 sites). Similarly, refenals at the Fair Oaks <br /> Community Center experienced a 10°� annual growth rate. (See Appendix 6: <br /> Facilities Usage Statistics.) <br /> ■ Facilities Llse — Visits to the Departrnent's nine community facilities and pools <br /> increased 8°,6 from fiscal year 2001/2002 to fiscal year 2002/2003. Over the prior <br /> year, i.e., fiscal yeaz 2000/2001 to 2001/2002 visits had declined by 5°,6. (See <br /> Appendix 6: Facilities Usage Statistics.) <br /> • Park Visits — The Departrnent will develop methods for collecting park <br /> attendance information. <br /> Environmental and Conservation Issues <br /> Conservation of natural resources is an increasingly important issue for the Department. <br /> Several City and Departmental mandates and programs are currently in place, but <br /> additional measures are needed. Key issues include: <br /> ■ Water Conservation — The City as a whole is using more than its allotment from <br /> the SFPUC system and must conserve 1,946 acre-feet of water. When the SFPUC <br /> next declares a water shortage, Redwood City will be required to make relatively <br /> large water use cutbacks. If San Francisco declares a 10°�6 system shortage, for <br /> example, Redwood City will be required to reduce water use by 17.5°,G. The <br /> Recycled Water Task Force has prepared recommendations that city staff are <br /> implementing. (See Appendix 7: Recycled Water Task Force Report Executive <br /> Summary.) <br /> ■ Energy Conservation — The changing regulatory framework for electricity has <br /> contributed to unpredictable energy prices over the last two years. This <br /> uncertainty and California energy costs that are historically the highest in the <br /> country place an ongoing emphasis on energy conservation. <br /> ■ Integrated Pest Management — Proven technologies are available and new <br /> approaches are being developed for controlling pests with minimal use of toxic <br /> chemicals. 'These options can be cost-effective while imposing less downstream <br /> impacts on the environment and waste management systems. <br /> ■ Ren�cling — T'he state has developed recycling targets for California cities. <br /> Redwood City has met its official target and continues to conserve materials as <br /> an ongoing goal. <br /> ■ Wetlands — Redwood City has a large amount of land along the Bay Shore, <br /> which includes wetlands. The City and Department work in close partnership <br /> with the Department of Fish and Game and the Bay Conservation and <br /> Development Commission to manage this important resource. <br /> ■ Green Buildings — An emerging field in environmental management focuses on <br /> the sustainability and health effects of building materials, passive solar energy <br /> and conservation, and the use of landscaping to reduce environmental impacts. <br /> The Department seeks opportunities to cost-effectively implement "green <br /> building" principles. <br /> Redwood City Parks, Recreation, and Community Services � 2004StrategicPlan 2-9 <br />
