The department will work to <br /> increase this rating to 80% as a broad indication that it is offering the <br /> right mix, quantity and quality of programming. By tracking <br /> customers' feedback, the Department can ensure that efforts to <br /> increase utilization, participation or cost recovery do not effect its <br /> commitment to quality.
