C.2k-2
➢ Because the traffic volume on Jeter Street is relatively low, the stop signs will not
inconvenience large numbers of drivers, and the noise consequences of the
stops will not be as noticeable as at intersections on busier streets.
➢ Residents of all four corner properties at the intersection, who are most
susceptible to additional noise and emissions from vehicle braking and
acceleration with stop signs, signed the requesting petition.
➢ The stop signs are not likely to cause measurable diversion of traffic to
neighboring local streets, because the volume on Jeter Street is relatively low,
and the street connections and stop-control pattern of the surrounding roadway
nefinrork do not seem conducive to such diversion.
If Council approves the stop signs, installation will not be immediate. The petition was
submitted very recently, and the approval process has been greatly expedited. Staff
must still take field measurements, prepare a design plan, and arrange for construction
of the required signs and markings. Installation of the "STOP" legend and limit line
pavement markings must occur simultaneously with the actual stop signs to ensure
public safety at a new stop-controlled location. Because the pavement must be
thoroughly dry to allow a durable installation of these markings, wet weather can delay
the work. Staff anticipates this stop sign installation may not be completed until the end
of October, but will work toward sooner implementation as weather and workload
permit.
Alternative
Do not install the proposed stop signs. Place intersection warning signs with "cross
traffic does not stop" supplementary plates or other similar warning signs on all four of
the intersection approaches.
Fiscal Impact
The stop signs and related pavement markings can be installed for an estimated cost of
$2,000, which funds are available in the 2004-2005 Capital Improvement Program
budget in the Neighborhood Traffic Calming Program. Minor maintenance costs will be
incurred in future years.
^ /
,

Richard K.
