REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 13, 2017 <br /> <br />SUBJECT <br />Amendment No. 2 to Agreement for Professional Services with Kitchell/CEM, Inc. <br /> <br />RECOMMENDATION <br />By motion, approve Amendment No. 2 to Agreement for Professional Services with <br />Kitchell/CEM, Inc. and authorize the City Manager to execute the amendment in the <br />amount of $113,750, for a total of $281,000 for project management and downtown <br />construction coordination <br /> <br />BACKGROUND <br />In March 2015 the City entered into a professional services agreement with <br />Kitchell/CEM, Inc. for project management and construction coordination of various <br />downtown development projects. In December 2015 the City approved Amendment No. <br />1 to the agreement with Kitchell/CEM, Inc. to continue these services. The agreement <br />provided for a dedicated Project Manager to ensure effective communication with <br />private construction projects, increase communication between the community and all <br />project stakeholders, and to assist the City with developing a collaborative, consensus- <br />driven process to facilitate project delivery. <br /> <br />The original agreement was intended to conclude once the Crossing 900 and North <br />Plaza projects were completed. Due to the success of communication during that <br />project, and the continued need for construction coordination, Amendment No. 1 <br />extended services and accommodated all downtown projects through March 31, 2017. <br /> <br />ANALYSIS <br />Kitchell/CEM, Inc. has been responsible for maintaining a dedicated point of contact for <br />all downtown construction projects. Kitchell/CEM, Inc. has performed effectively and <br />efficiently since the inception of the agreement by providing a Project Manager to the <br />City as required. <br /> <br />Although the initially anticipated Crossing 900 and North Plaza projects are completed, <br />and Amendment No. 1 will terminate on March 31, 2017, downtown construction <br />activities continue and overall coordination efforts will still benefit from a dedicated point <br />6.1.A. - Page 1
