housing development to be constructed on this site. Housing is prohibited under the
current designation.
The affordable housing would be constructed to fulfill (and exceed) the affordable
housing obligation for a nearby office and market-rate housing development that the
Sobrato Organization is proposing to build at 1401 Broadway. The 1401 Broadway
project does not require General Plan Amendment, and is not the subject of this report.
However, for greater context, the 1401 Broadway Project is described below.
Furthermore, additional details about the City’s affordable housing requirements are
contained in this report.
1401 Broadway Project (The Broadway Block)
In July 2016, The Sobrato Organization submitted an application for the development of
a mixed-use project at 1401 Broadway, located in the Mixed Use Corridor – Gateway
Broadway (MUC-GB) zoning district. This development site is referred to as the
“Broadway Block” in this report. The 11.2 acre project site is the full block bounded by
Broadway, Chestnut, Bay and Woodside, with the exception of the existing Denny’s and
Jack-in-the-Box restaurants, which will remain (Figure 1).

Figure 1: Project Site

Project Site
(“Broadway Block”)
7.A. - Page 2
