REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 13, 2017 <br />SUBJECT <br />Request for the City Council to Initiate a General Plan Amendment to change the <br />General Plan Land-Use Designation of 2201 Bay Road and 1155 Broadway to "Mixed- <br />Use - Corridor" <br /> <br />RECOMMENDATION <br />If the City Council wishes to Initiate the General Plan Amendment, it should adopt a <br />Resolution to Initiate Proceedings to Amend the Redwood City General Plan <br />(Attachment 1) <br /> <br />BACKGROUND <br /> <br />The City of Redwood City General Plan was adopted in 2010. The General Plan <br />contains hundreds of policies that guide future land use policy decisions and programs. <br />The General Plan contains a Land Use Policy Map that specifies the types of land uses <br />(residential, office, industrial, etc.) that are allowed on each parcel of land in Redwood <br />City. When a new use or development is proposed, it must be consistent with the Land <br />Use Policy Map. However, the General Plan itself does contemplate that changes to the <br />General Plan may occur from time to time during the implementation phase. <br />The Redwood City Municipal Code requires that the City Council or Planning <br />Commission “initiate” the General Plan Amendment process, prior to the General Plan <br />Amendment and associated development project being considered by the Planning <br />Commission and City Council for approval. A General Plan Amendment Initiation does <br />not approve the change to the General Plan, nor does it give a tacit endorsement of the <br />associated development. It simply allows the project to be analyzed, reviewed and <br />considered in the future. The project sponsor still proceeds at their own risk, as General <br />Plan Amendments are highly discretionary decisions and may not be approved in the <br />future after the analysis is completed. <br />The applicant’s request, and the subject of this report, is to amend the City’s General <br />Plan Land Use Policy Map to change the land-use designation of the properties located <br />at 2201 Bay Road and 1155 Broadway. The properties would be changed from the <br />current designation of “Light Industrial Incubator Overlay” to “Mixed-Use Corridor.” <br />Among other allowed uses, this new designation could allow a proposed affordable <br />7.A. - Page 1
