The selected offsite locations, 2201 Bay Road <br />and 1155 Broadway, are the subject of this report and request. <br />Subject General Plan Initiation Request <br />The Applicant has also purchased several parcels across Woodside Road from the <br />project site (See Figure 2, the “Bay Block”). These parcels have a General Plan land <br />use designation of Light Industrial – Incubator Overlay, which allows for flexible space <br />for start-up and expanding light industrial businesses, but does not allow for residential <br />uses. These parcels are zoned Light Industrial Incubator – Emergency Shelter Overlay, <br />which also allows for light industrial, research and development, professional offices, <br />and emergency shelter uses. <br /> <br /> <br />Figure 2: Additional Parcels <br /> <br />On February 9, 2017, the Applicant amended their project application to include the Bay <br />Block parcels (054-022-070, -150, -160, -170, and -200), as an option to provide <br />affordable units at this off-site location in accordance with the Ordinance.
