No development is proposed on the remaining site as part of this application. <br /> <br /> <br />Figure 3: Proposed Off-site Affordable Housing Development (Bay Block) <br /> <br />ANALYSIS <br />As noted above, the Broadway Block project would trigger payment of approximately <br />$15 million dollars in affordable housing impact fees. The project could also satisfy the <br />Ordinance by including 92 affordable units (a mix of affordability levels geared more <br />toward the Low income range) or 82 affordable units (a mix of affordability levels geared <br />toward the Very Low income range) either on- or off-site. <br /> <br />The Applicant’s proposed option to satisfy the Ordinance by constructing 120 affordable <br />housing units at the Bay Block location would require General Plan and Zoning Map <br />amendments, in that the existing Light Industrial – Incubator land use designation and <br />Light Industrial Incubator – Emergency Shelter zone district do not allow residential <br />uses. <br />7.A. - Page 5
