The Applicants proposal to provide up to 120 affordable units on the Bay Block parcels
would:
1) Provide more affordable units than required under the Ordinance (at no cost to
the City), and
2) Provide fully constructed affordable units ready for lease at completion of the
project.

Relevant General Plan Goals and Policies:

Goal BE-13: Enhance the Woodside Road Corridor as an attractive residential
boulevard with walkable mixed-use neighborhood centers, a pedestrian and
transit-oriented character, and consistent design elements that unify its image.

· Policy BE-13.2: Encourage the development of mixed-use neighborhood
nodes as pedestrian-oriented “villages,” providing walkable destinations for
shopping, leisure, and enjoyment at designated locations along Woodside
Road.

· Policy BE-13.4: Support new higher-density residential development on
Woodside Road, while ensuring that new development is sensitive to adjacent
single-unit residential neighborhoods.

Goal BE-19: Provide areas for diverse employment and business opportunities
with optimum commute access.

· Policy BE-19.7: Support the use of the Light Industrial Incubator Overlay to
ensure retention of light industrial lands in Redwood City, and accommodate
small incubator space for young businesses in green, biotechnology,
software, and other emerging industries.

Goal H-2: Promote, encourage, and assist in the development of housing that
meets the needs of all socio-economic segments of the community.

· Policy H-2.2: Support collaborative partnerships with nonprofit organizations,
developers, neighborhoods, and State and federal agencies to develop,
rehabilitate, preserve, and retain affordable housing.

· Policy H-2.5: Consider various avenues to ensure the provision or
construction of affordable housing and other community benefits.

7.A. - Page 6
