Goal H-4: Remove potential constraints to housing production and affordability. <br /> <br />· Policy H-4.1: Periodically review City regulations, ordinances, permitting <br />processes, and residential fees to ensure that they do not constrain housing <br />development and are consistent with State law. <br /> <br />As outlined above, there are General Plan goals and policies associated with both the <br />retention of industrially-zoned land and the development of housing for all segments of <br />the community. Council should weigh the pros and cons of amending the land use <br />designation and zoning of land identified for industrial uses in order to allow for <br />residential uses. Should the Council determine that the production of affordable housing <br />units is a higher priority than maintaining the existing land use designations, the Council <br />may vote to approve the General Plan Amendment initiation. Should the Council decide <br />maintaining industrially-zoned land is a higher priority, the Council may vote to deny the <br />General Plan Amendment initiation and direct the Applicant to satisfy the affordable <br />housing requirements by either paying the impact fee or incorporating affordable units <br />into the Broadway Block project site. <br /> <br />A vote to approve the Initiation of a General Plan Amendment for the Bay Block parcels <br />is not an approval of the project, nor is it a guarantee that the project would be approved <br />in the future. It is simply direction to the Applicant that analysis may begin. <br /> <br />ALTERNATIVES <br />The Council may elect to deny the request to Initiate a General Plan Amendment and <br />direct the Applicant to explore other options to satisfy the Affordable Housing Impact <br />Fee that do not require a General Plan or zoning amendment. <br /> <br />FISCAL IMPACT <br />All costs associated with the project will be borne by the Applicant. <br /> <br />ENVIRONMENTAL REVIEW <br />An Environmental Impact Report (EIR) would be prepared for the project. <br /> <br /> <br />KAREN VAUGHN <br />PRINCIPAL PLANNER <br /> <br /> <br />7.A. - Page 7
