<br /> DES:df ~/21/92R (004/11) <br /> 4/27/92R <br /> remedies, legal or equitable, for the enforcement of this <br /> Chapter. <br /> "Section 42.9. Permit denial. No permit or other <br /> entitlement for, or to facilitate, development of Affected <br /> Property shall be issued to a Developer or to an Owner of <br /> such property who or which has failed to comply with the <br /> provisions of this Chapter or with any determination, <br /> directive or order of the Director to pay relocation <br /> assistance benefits pursuant to this Chapter. <br /> "Section 42.10. Implementing regulations. The <br /> Director shall prepare rules and regulations for the <br /> implementation of this Chapter, which, upon approval by this <br /> Council, shall become effective." <br /> SECTION 2. It is hereby declared to be the intention of <br />this Council that the sections, paragraphs, sentences, clauses <br />and phrases of Chapter 42 added to the Code of the City of <br />Redwood City by this ordinance are severable, and if any phrase, <br />clause, sentence, paragraph or section of said Chapter shall be <br />declared unconstitutional or otherwise invalid by the valid <br />judgement or decree of a court of competent jurisdiction, such <br />unconstitutionality or invalidity shall not affect any of the <br />remaining phrases, clauses, sentences, paragraphs and sections of <br />said Article. <br /> SECTION 3.
