<br />Board: provided, however, that with the approval of the Council, the Board
<br />mny relinquish to the Council control of portions of the said. area, and lilaa-
<br />piss, upon request of the Board, the Council m;r, by ordinance, enlarge the
<br />Port Area.
<br />(5) To require ovrners of wester terminal properties and facilities
<br />within the port to veep the same in proper condition and ropair and to main.

<br />aparated in connection with, or for the promotion rind racaosssosistion of comraorces,
<br />navigation or fishery in the port Area; to fix the proper license fess to be
<br />paid to the city by any person, firm or corporation open tinT !-,rq such public
<br />service or utility, .and to fix and repulats the rates or tolls to be charged
<br />or collected for services furnished by ram* such public service or utility. The
<br />Board shall have the right, at all roasonabl.e times, to h-,vo access to, and, in
<br />person, or by its dIuly authorised repro sent astivas, to exam4no the books, papers,
<br />ma -p-, and raoords showing the affairs, transactions, property and fina_nciasl condition
<br />of such persons, firms or corporations, and. to require reports respecting said
<br />matters froa such persons, firms or corporations at such times and in such form
<br />an the Board auV proscribe. The amounts of the license fees to be paid to the
<br />city by wW such parson, firm or corporation, oparatin,� any such public service
<br />or utility, and the rates or tolls to be charged and collected for service fur-
<br />niohod or supplied by such public service or utility shall be fixed by the Board
<br />by ordinance.
<br />(7) To fie: all rates, dcakage, rentals, tolls, pilotage, +&arfaro,
<br />stud charges, for the use and occupation of the public facilities or appliences
<br />of the port, and for services rerderod by the Port Department, and to provide for
<br />the collection thereof.
