<br />(3 ) Vehicles - The use of any hose or similar device
<br /> without a nozzle, valve, or other shut-off mechanism
<br /> attached thereto, for washing or cleaning any
<br /> automobile, truck, trailer, trailer house, boat, mobile
<br /> home, camper, recreational vehicle, or any other
<br /> vehicle by directing water at or upon such vehicle; or
<br /> the use of any such hose with such nozzle, valve, or
<br /> other shut-off mechanism attached thereto for such
<br /> purpose, but without activating such mechanism so as to
<br /> control the flow of water to the minimum amount
<br /> necessary to complete the task.
<br />(4) Building Exteriors - The use of any hose or similar
<br /> device, irrespective of whether a nozzle, valve, or
<br /> other shut-off mechanism is attached thereto, for
<br /> washing or cleaning the exterior surface of any
<br /> dwelling, garage, commercial or industrial building, or
<br /> appurtenance thereto, including, but not limited to,
<br /> sidewalks, walkways, driveways, patios, parking lots,
<br /> tennis courts, or similar or like hard-surfaced areas
<br /> by directing water at or upon such surface.
<br />(5 ) Swimming Pools - The use of water for filling any new,
<br /> or completely refilling any existing, swimming pool,
<br /> basin, lake, lagoon, or other contrivance for holding
<br /> water for swimming, or other recreational or decorative
<br /> purpose.
<br />(6 ) Fountains - The use of water to clean, fill, or
<br /> maintain operating levels in decorative fountains, or
<br /> similar or like ornamental structures.
<br />(7 ) Construction - The use water in construction projects
<br /> for backfill consolidation or compaction, or for dust
<br /> control purposes; provided, however, that the Director
<br /> may permit such use of water upon written application
<br /> therefor pursuant to the provisions of Section 6
<br /> hereof, upon a determination by the Director that no
<br /> other source of water for such purpose is available, or
<br /> that no other method of compaction, consolidation, or
<br /> dust control is reasonably available.
<br />(8 ) Irrigation Facilities - The use of new irrigation
<br /> facilities, or the use of extended, expanded or
<br /> enlarged portions of existing such facilities;
<br /> provided, however, that nothing herein contained shall
<br /> prohibit the construction or installation of such
<br /> facilities so long as they are not supplied with water,
<br /> or placed in use; provided, further, that the Director
<br /> may permit such use of water upon written application
<br /> therefor pursuant to the provisions of Section 6 hereof
<br /> upon a determination by the Director that such use
<br /> shall be in conjunction with an irrigation system and
