REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 27, 2017 <br /> <br />SUBJECT <br />Installation of Stop Signs on Redwood Avenue at Ebener Street <br /> <br />RECOMMENDATION <br />Approve, by resolution, the installation of stop signs on Redwood Avenue at the <br />intersection with Ebener Street and confirm the determination that the project is exempt <br />from CEQA <br /> <br />BACKGROUND <br />Residents have expressed repeated concerns with traffic safety at the Ebener Street <br />and Redwood Avenue intersection. This intersection currently has a two-way stop: <br />Ebener Street currently has stop signs, but Redwood Avenue does not. <br />Resident concerns relate to vehicle collisions that have occurred at this intersection, <br />lack of adequate visibility pulling out from Ebener Street, and difficulty of pedestrians <br />crossing Redwood Avenue at Ebener Street during peak hours. After receiving these <br />concerns, staff evaluated intersection conditions as described below. Staff also <br />conducted additional community outreach as described below. <br />ANALYSIS <br />The City has an adopted stop sign policy for local/residential roadways. The policy for <br />all-way stop sign installation on local streets requires the traffic on the major street <br />(Redwood Road) to be between 1,000 and 4,000 vehicles per day, and traffic on the <br />minor street (Ebener Street) to be at least 900 vehicles per day. Additionally, having at <br />least 3 collisions at the intersection over the past 12 months qualifies this intersection <br />for an all-way stop. A copy of the policy is attached. <br /> <br />A volume and speed study near the intersection found that Redwood Avenue carries <br />around 1,500 vehicles eastbound and 1,500 vehicles westbound per day for a total of <br />3,000 vehicles per day. A similar study conducted on Ebener Street found that it carries <br />between 900 and 1,300 vehicles per day (depending on the day of the week). The 85 <br />percentile speed on Redwood Avenue was around 33 miles per hour (mph). There have <br />been three reported collisions at this intersection over a 12-month period. <br /> <br />It is also important to note that due to the proximity of Hawes Elementary School, <br />Hawes Park and the Sequoia YMCA (all within a few blocks of this intersection) children <br />6.3.A. - Page 1
